Effective April 19, 2004, Senate Bill 899 became law in the state of California. This bill was created to reform workers' compensation in California. The bill is considered an urgency statute and has transformed workers' compensation in many areas. While employers are better off now than four years ago, there are always forces at work that could spell trouble in the future. Benjamin R. Herschbein is a partner at Tobin Lucks, one of the largest workers' compensation defense law firms in the state of California with six offices statewide. Ben works at the principal office in Woodland Hills. He is a certified workers' compensation specialist practicing workers' compensation law since 1974 representing employers and insurance companies for workers' compensation related matters since 1992. Ben is also an adjunct professor of law at Pepperdine University School of Law since 1981 teaching workers' compensation law since 1984. Ben will discuss the significant changes which have taken place in the last four and a half years and give his insights as to what employers can expect downstream.
